Tax Reform in Buenos Aires Seeks Greater Progressivity

The Revenue Agency of the province of Buenos Aires celebrated a 16.3% reduction in the tax burden of the Rural Property Tax between 2019 and 2024, adjusted for inflation. Despite calls for tax rebellion from figures like Deputy José Luis Espert, Governor Axel Kicillof's intention is to implement a more progressive tax structure, adapted to the contributing capacity of property owners.

At ARBA, they are pleased with the reduction in the tax burden, especially after the Justice ruled in their favor in a protection suit brought by rural producers. This measure seeks to ease the pressure on small and medium producers while maintaining a more demanding scheme for owners of higher-valued fields.

According to ARBA projections, an annual inflation of 70% is expected between February 2024 and March 2025. Therefore, despite maintaining the same nominal amount of taxes between 2024 and 2025, discounts will be applied that could reduce the tax burden. For example, a 5% discount per installment is mentioned for those who choose automatic debit and are up-to-date.

Additionally, ARBA announced the deadline schedule for the fiscal year 2025, with the first installment due on April 8. They highlight that the nominal values of the installments will remain compared to the previous year. Despite demands for resources from the province, it was decided to benefit rural producers with tax relief measures.

To access benefits and pay less tax in 2024, ARBA reintroduced a series of discounts for the Rural Property Tax. Those meeting certain requirements can obtain discounts ranging from 5% to 15%, incentivizing timely and early payments. The agency emphasizes that the announced tax reduction is the result of political and macroeconomic factors.
